[delta_v] Making new worlds/Ships

does any one know where i can get a detailed
explanation of how to either make new ships,(w/ new
graphics) and/or make new worlds/govts/outfits besides
the EV Nova bible... 

also im having trouble with doing multiple flags with
ResEdit.. some are like $000020, thats ok, but if u
look up some of the flags in SOl, there like $EA2GF2,
which im guessing is multiple flags,
so some help pls...
