I have a very simple, i-feel-stupid kind of question... and here it is:

you know how the feds always attack aurorians when they see them, and
aurorians always 
attack pirates on sight, etc?  Well I'm making a plug-in and this is what 
always happens...

1) pirates see and attack me
2) the military doesn't care
3) I die

sometimes I see the two governments fighting but they don't seem to
attack each other 
unprovoked...  I've tried copying the fed. gövt resource almost exactly...

so, what do I do?
