As far as Escape Velocity and EV Override go, MissionComputer (available from 
<http://davidarthur.evula.net/>) is available as a Carbon application and can 
edit a number of resources, with more coming soon. As for EV Nova, I plan to 
write at least a mission editor for it at some point, but I'm not working on 
it right now.
